Kaggle Datasets, Notebooks and Pages From a US Mobile Line
Kaggle is mostly a place you read, download from and submit to, and almost all of that works fine from anywhere. The reasons to run it through a dedicated US mobile line are narrower and more practical: timing a dataset download on a real consumer link, previewing how a competition or dataset page reads on a phone in the US, and checking that a script using the Kaggle API behaves itself from an address that nobody else is using. Dataset downloads on a consumer link
If you publish datasets, you should know what a download feels like for someone on a phone hotspot. Set the Kaggle command-line tool's proxy variable to the line, pull your own dataset, and time it. 4G usually gives 20 to 45 Mbps and 5G 50 Mbps and up, depending on signal, so a few-gigabyte archive is a real wait, and that may change how you package it: smaller shards, a sample file, a parquet version. One test pull is fine; mirroring a catalog through the line is bulk transfer and outside fair use.
Pages and notebooks at phone width
Competition overviews, dataset cards and public notebooks are read on phones more than most authors expect. Open yours through the line in a browser with the proxy set, scroll the markdown, check the image sizes and see whether your notebook's outputs are legible without a wide screen. Discussion threads and the leaderboard render through the same path, and you will see what an anonymous US visitor sees before they sign in.
This is also a cheap way to check that a dataset you set to private is really invisible to the outside, by loading its URL without signing in.
Interactive outputs such as plots and maps load last on a cellular link because they pull in external libraries. If the point of your notebook lives in one of them, a reader on a phone may scroll past before it appears. Put a static image of the key chart near the top so the argument survives a slow load, and keep the interactive version lower down.
The Kaggle API from a clean address
Scripts that list competitions, download data or push notebook versions use the public API with your own token. Kaggle applies rate limiting to abusive patterns, and on a shared office address your script inherits other people's reputation. A dedicated line gives you an address with no history, so when something is refused you know it was your script's pacing. Add backoff, keep the volume modest, and submit only from your own account.
Running a scraper against Kaggle pages or using several accounts to multiply submissions breaks Kaggle's rules. We will not help with that.
Kaggle lets a team work together within its team rules, and a teammate signing in from a new US network for the first time sometimes meets a verification step. The line is a safe place to see what that looks like with your own account before it happens during a deadline. Do it on a sticky address and sign out when the test is done.

Fair use in practice
A test download, a page review and an afternoon of API development all sit comfortably within fair use. Pulling many large datasets through the line to mirror them elsewhere does not, and may be slowed or paused. If in doubt, ask support by email or Telegram before you start.
